EXERCISE ARRCADE FUSION 09

Headquarters Allied Rapid Reaction Corps recently completed its annual capstone exercise,  ARRCADE FUSION, at Sennelager Training Centre Germany 2 though 13 November,  at which the headquarters    trained at the Land Component level operating as an in-theatre command similar to HQ ISAF in Afghanistan.

The exercise, which involved over 1500 military and civilian personnel, examined the issues associated with the complex environment known as Hybrid Operations. This encompasses conventional operations, irregular warfare, counter-insurgency, training of indigenous security forces, terrorism and criminal activity and demands much more than just a military solution. The exercise tested the linkages between the military, political and humanitarian stakeholders with other actors from the International Community (IC) and Non Governmental Organisations (NGO) that are inevitably required to find a solution in the contemporary and future operating environment.

New this year, and of significance is the fact that ARRCADE FUSION 09 trialed a new construct within HQ ARRC that was designed to address the challenges of Hybrid Operations and the complex issues associated with a genuinely comprehensive approach delivering real unity of purpose, with  influence playing a more significant role within the HQ's thinking and planning, a dedicated focus on civil support and support to the indigenous security forces. The HQ also convened a Commander’s Initiative Group (CIG)  that was designed to provide independent advice to the Commander, and was led by Dr Julian Lindley-French.

Commander of HQ ARRC, Lieutenant General Richard Shirreff CBE, found the exercise a great success that tested this new headquarters structure and its effectiveness. “ The exercise has been hugely successful. We the military can do nothing on our own. This exercise has allowed us to assess how effective our structural changes have been in integrating and working with the civilian and other non-military organizations. We are going to consider very carefully the lessons learned and distribute widely throughout NATO our findings as to how to organize a headquarters to better achieve unity of purpose through a comprehensive approach.”

The exercise also assessed the ARRC’s operational capability to operate at the Land Component level of command.  This is of particular relevance as the ARRC will augment the ISAF Joint Command (IJC) in Afghanistan in 2011. 
The Land Component Plan, written by the ARRC, was tested by the UK’s Defence Science and Technical

Laboratory (DSTL) Peace Support Operations Model, and as well as being critically examined by NATO observers, and trialed the UK’s new Stabilisation Operations doctrine and the Future Army Structures Next Steps concept within the UK formations participating on the exercise.

During this exercise the ARRC will have direct commanded of the following subordinate formations;

ITA PDF Brigade
ITA Acqui Division
ITA RISTA Brigade
UK 1 Armd Division
PRT Rapid Reaction Brigade
UK 3 Division
US Stryker Brigade Combat Team

 

Other military formations from the Air, Maritime and Special Forces Components as well as Joint Force Command Brunssum and the NATO Follow on Force were represented.


The former NATO Secretary General Lord Robertson of Port Ellen kindly played  the part of the UN Special Envoy and presided over the Policy Steering Group that included the President of Tytan and other key exercise participants.  In addition others played the roles of the governments of the surrounding countries as well as representatives of the UN, the IOs and NGOs, such as OXFAM and the World Food Programme, Private Military Companies (PMC) and the Other Government Departments  including the US State Department, UK  Foreign and Commonwealth Office (FCO), the  UK Department for International Development (DfID) and the UK Stabilisation Unit (SU).
