Workshop for drafting the Law on Parliamentary Oversight
In cooperation with the Joint Committee for Defence and Security of the BiH Parliamentary Assembly and OSCE Mission to BiH, NHQSa hosted and supported a two-day workshop aimed towards drafting the Law on parliamentary oversight in the area of defence and security. Participants of the workshop included members of the Joint Committee and representatives from 15 State defence and security institutions covered by this law. During the workshop participants reviewed all 41 articles of the Law and proposed a set of over 30 amendments/comments to the Law. The draft Law received positive comments in terms of its importance and need to be enacted soon. NHQSa will provide the Joint Committee with assistance in reviewing all the proposed amendments/comments and convert them into new upgraded provisions of the Law. NHQSa COM, Brigadier General Lord opened the workshop together with Ms. Majkic, Chairperson of the Joint Committee. During his opening speech General Lord emphasized the following: "This law is an important part of the commitments you have made as a NATO Partner, and it is formally recorded in your Individual Partnership Action Plan. Moreover, aside from that commitment, the law will be beneficial for you, your parliamentary system and your defence and security sector. Ultimately it will ensure that activities conducted by your defence and security institutions are subject to the degree of oversight expected of a functioning Euro-Atlantic democracy.
