&lt;p align="justify"&gt;BAGHDAD 27th Dec 09 - At 13.00 all carabinieri of the NTM-I mission gathered near the Baghdad International Airport for the ceremony of changing command in the gendarmerie training division. Col. Mauro Isidori replaced Col. Luciano Zubani as commander of GTD NTM-I in Iraq.&lt;/p&gt;

&lt;p align="justify"&gt;During celebrations Col. Zubani thanked his troops telling them how much he had enjoyed his 8 months as their commander. He also mentioned the vast experience he has gained during his GTD command, and thanked everyone for support over the mission.&lt;/p&gt;

&lt;p align="justify"&gt;"The future of Iraq is in your hands and in your hearts”, Col. Zubani turned to the carabineer students. "The progress of this great nation depends largely on your proficiency and on that you should instil in terms of professionalism in the people attending your lessons”.&lt;/p&gt;

&lt;p align="justify"&gt;NTM-I commander LTG Michael Barbero awarded Zubani and 15 other carabineers the NATO medal and thanked them for his dedicated service to the National Police of Iraq. &lt;/p&gt;

&lt;p align="justify"&gt;NTM-I DCom Maj. Gen. Giuseppe Antonio Spinelli thanked Col. Zubani for the extremely good job of Gendarmerie Training Division during his command. "Col. Zubani has made an incredible impact here in Iraq,” Maj. Gen. Spinelli said.&lt;/p&gt;

&lt;p align="justify"&gt;TAJI, Iraq-- The Regional Training Centre graduated 39 students from the Non-Commissioned Officers Course Dec. 22. &lt;/p&gt;

&lt;p align="justify"&gt;The Senior NCOs are from the Presidential Brigade, Iraqi Special Operation Force, Iraqi Army, Air Force, Navy, National Police and Special Forces. &lt;/p&gt;

&lt;p align="justify"&gt;During the course, students enhanced their knowledge in firing range procedures, military leadership, military law, information technologies, map reading, operations, physical training, staff procedures and service support.&lt;/p&gt;

&lt;p align="justify"&gt;"Though you have seen hardship and struggle during your training, you must prepare yourself to shoulder the burden of responsibility for the security and welfare of your nation,” said Maj. Gen. Giuseppe Antonio Spinelli, NATO Training Mission in Iraq deputy commander, to the new graduates.&lt;/p&gt;

&lt;p align="justify"&gt;Maj. Gen. Sameer Mahdi Basha, Iraqi Ministry of Defence Basic Tactical Training Department chief, emphasized the growing importance of NCO corps in Iraqi Forces. "On behalf of Ministry of Defence I would like to express gratitude to NATO for the huge efforts they invest in the development of Iraqi Forces,” he said. &lt;/p&gt;

&lt;p align="justify"&gt;During the official ceremony, Maj. Gen. Giuseppe Antonio Spinelli awarded the best three students with certificates of appreciation. &lt;/p&gt;

&lt;p align="justify"&gt;The course is designed to provide Iraqi senior NCO's with an outline of duties, responsibilities, and operational and administrative leadership principles. Additionally, it is intended to strengthen the NCO corps of Iraqi Security Forces and develop mid-level leadership. &lt;/p&gt;

&lt;p align="justify"&gt;This was the fourth Senior NCO course taught by Iraqi instructors. NATO has trained Iraqi Security Forces since 2004 and remains committed to supporting the Government of Iraq's efforts to resume its important place in the international community. &lt;/p&gt;

&lt;p align="justify"&gt;BAGHDAD 16th December 2009 ––Croatia delivered six explosives detection dogs to Iraqi officers at the Baghdad International Airport Dec. 16. &lt;/p&gt;

&lt;p align="justify"&gt;The Iraqi Police, who will take the dogs and orient them to their new home here, accompanied the five German shepherds and one Belgian shepherd from the airport. The dogs were all trained in the same center in Dugo Selo, near Zagreb. &lt;/p&gt;

&lt;p align="justify"&gt;The contribution is part of the NTM-I donation program. NATO advisors work with the Iraqi government to identify training needs and coordinate requests for equipment and support through the security ministries.&lt;/p&gt;

&lt;p&gt;BAGHDAD 11th December 2009 –Dozens of Kurdish Zerevani policemen stood alongside hundreds of their Iraqi Arab counterparts as they graduated Dec. 11 from an intensive nine-week police training course here that built on their skills and broke down cultural barriers.&lt;/p&gt;

&lt;p&gt;The class represents the first time that Arabs and Kurds have participated in joint Federal Police training conducted by the Italian Carabinieri as part of the NATO Training Mission-Iraq, NTM-I. "When we first came here we didn't think they would treat us as well as they did,” said Iraqi Lt. Mustafa Hajar, a Kurd. "Now I'm ready to work with our Arab brothers, especially in the areas of mutual interest.” Hajar noted that he felt like the 40 Kurdish officers were accepted as comrades by the Arab students in the class who numbered more than 800. &lt;/p&gt;

&lt;p&gt;The specialized course, designed to provide further training for the Iraqi Federal Police (IFP), concentrated on operational planning, police procedures, police intelligence, counter-insurgency skills, weapons, combat skills, first aid and basic logistics. The course focused special attention on police ethics and human rights. "These men have trained side-by-side, and in doing so, they have formed a bond and a trust with each other. These relationships represent what is possible here on a larger scale, which will form the bedrock of a stable and secure Iraq,” said Lt. Gen. Michael Barbero, commander of NTM-I.&lt;/p&gt;

&lt;p&gt;Iraqi Minister of the Interior, Jewad Al-Bolani spoke to the assembled graduates and trainers. He stressed the importance of the security force's role in rebuilding a democratic and safe Iraq and promised to prosecute and expose the terrorists whose aim is to destroy the government and the civil institutions. Maj. Gen. Giuseppe Spinelli, NTM-I deputy commander, praised the Iraqi policemen for their willingness and enthusiasm to learn new skills and techniques. Commander of the Carabinieri, Italian Col. Luciano Zubani, praised the interest and dedication shown by the graduates. He addressed the importance of the coordinated training and having Arab and Kurd officers working together. "This training and this graduation fully embody the spirit of our mission,” Zubani said. &lt;p&gt;BAGHDAD 10th November 2009 –– A Defensive Driving Skills Training Course is being conducted by the "in house” Carabinieri team from NTM-I Gendarmerie Training Division for NTM-I personnel.&lt;/p&gt;

&lt;p&gt;The team is providing theoretical and practical classes to all NTM-I members in order to improve their driving skills and enhance their ability to deal with any security related incident.&lt;/p&gt;

&lt;p&gt;The Staff have the opportunity to practice driving techniques and procedures in the field, including manoeuvres to safely escape from an ambush.&lt;/p&gt;

&lt;p&gt;Major General Giuseppe Spinelli, NTM-I Deputy Commander, expressed his satisfaction for the results that the course is producing and for the professionalism shown by the trainers. Giuseppe Spinelli, deputy commanding general, NATO Training Mission-Iraq, and UK Brig. Gen. John Wootton, chief, Division of Training Educational Doctrine Advisors, were also present. The MoD invited NTM-I because of its security force training agreement with the government of Iraq.&lt;/p&gt;

&lt;p align="justify"&gt;SMG Jassim, NDU Commander, introduced the guest speakers, two Baghdad University PHD Researchers, Mr. Nasear Noori and Mr. Hazzin Al-Shumary. The two professors gave their lectures in which they highlighted the importance of having a national strategy for Iraq, based on a scientific approach.&lt;/p&gt;

&lt;p align="justify"&gt;This strategy, Mr. Noori stated, must be instrumental in building a civil and democratic country in accordance with the international rules and procedures, where political partnership overcomes all divisions and dangerous rivalries. "We should forget about dictatorship,” he concluded. Mr. Al-Shumary, on his side, said that National Integration is the key word, in its many aspects and approaches: economical, political, scientific, regional, but in the end what matters is to put the people at the center of all concerns. Only so, the internal critical ethnic and political divisions and controversies can be solved. &lt;/p&gt;

&lt;p align="justify"&gt;Amb. Martin Howard, assistant secretary general for Operations for NATO and Iraqi Minister of Defense Abdul Qader later dedicated a plaque on the new headquarters building. Other dignitaries included various Iraqi and U.S. general officers; and ambassadors &amp;amp; diplomatic representatives. &lt;/p&gt;

&lt;p align="justify"&gt;"As most of you know, NTM-I has been in Iraq since 2004, delivering training, mentoring and advice in a number of areas, from support at the strategic level in the Op Centers, the Officer training and education, down to individual training within the Federal Police,” Barbero said. "Without the support, willingness and friendship of our Iraqi colleagues, and the manning and expertise provided by the NATO Nations, we would not be where we are today.”&lt;/p&gt;

&lt;p align="justify"&gt;The NTM-I commanding general discussed how the Iraqi military's officer education and training have been reinforced, both in support to the colleges in Baghdad, and to the Officer Academy at Ar Rustimayah. &lt;/p&gt;

&lt;p align="justify"&gt;"The Carabinieri training of the Federal Police continues to develop and we look forward to continuing this partnership beyond February 2010,” he added. We are also looking to the expansion of the mission to include having another NATO partner train Border Police Forces. All of these actions go to strengthen the bond between Iraq and NATO.”&lt;/p&gt;

&lt;p align="justify"&gt;Barbero said that over the next two years, NTM-I needs to ensure that it has developed a sustainable education and training platform for Iraq to take forward. &lt;/p&gt;

&lt;p align="justify"&gt;"I look to you all, both Iraqis and NATO personnel, to ensure that we do as much as is feasibly possible in this timeframe,” he said. "The success of this period will determine the long term relation between Iraq and NATO.”&lt;/p&gt;

&lt;p align="justify"&gt;NTM-I moved here from its previous base at the Baghdad Culture Centre. Its move fulfils actions directed by the Agreement between NATO and the Government of the Republic of Iraq regarding the training of Iraqi Security Forces, by which the Government of Iraq has asked NATO to continue its assistance.&lt;/p&gt;

&lt;p align="justify"&gt;Admiral Fitzgerald, after the symbolic ceremony, met with the numerous media present. He highlighted the significance of the NATO presence in Iraq and the successful work done in providing assistance to the Iraqi Security Forces (ISF) training organizations. This includes training, mentoring, and advising the ISF in order to build up effective and sustainable professional Forces. The Admiral also provided additional information on NTM-I's achievements in the five years since it was established.&lt;/p&gt;

&lt;p align="justify"&gt;Helmick said in a statement "The relocation of this Headquarters enables the Government of Iraq to put the Baghdad Cultural Centre compound to another use of value to both the Government and the people of Iraq,”&lt;/p&gt;

&lt;p align="justify"&gt;The ceremony, held at the National Defence University auditorium here, recognized the students who attended from various government ministries and the Kurdish Regional Government. The course gives flag-level and strategic civilian decision makers a higher-level education in the field of leadership. The course began Sept. 16, 2008. The two previous courses graduated 13 and 18 students respectively and the selection for the fourth course is now going on.&lt;/p&gt;

&lt;p align="justify"&gt;The ceremony was followed by the inauguration of a library presided by the Chief of Defence. Italy, in particular, contributed to the project with a donation of about 700 books to the Military Centre for Strategic Studies.&lt;/p&gt;

&lt;p align="justify"&gt;Among the various high civilian and military authorities who attended the ceremony were the Iraqi Minister of Defence, Mohammed Abdul Kader Al Obeidi; Chief of Staff of Iraqi Joint Forces, Gen. Babakir Zebari; U.S. Army Lt. Gen. Frank Helmick, NTM-I Commander, and his Deputy, Italian Maj. Gen. Giuseppe Spinelli.&lt;/p&gt;

&lt;p align="justify"&gt;The NDC Dean, Staff Maj. Gen. Ali Mohammed Mahmud Al Faraj, said the study at the National Defence College has given the students the capability to criticize and analyze the texts and deduct its positive aspects. &lt;/p&gt;

&lt;p align="justify"&gt;Helmick also addressed the audience and in his discourse he praised the graduates for their achievement. "It is a pleasure to be here today to address the new leaders of tomorrow,” he said. "The education you received here at the National Defence College is priceless. We can buy all that is needed to provide security but this solid education is stronger than guns and bullets. &lt;/p&gt;

&lt;p align="justify"&gt;"No one -- and I say again no one -- can take your education away from you or destroy it,” he added. "Education is a never-ending commitment and what you have accomplished over this year is very, very special. You are part of the leadership that will lead Iraq through difficult times -- and there will be difficult times -- but you have the skills now to navigate through these difficult times.” He also thanked Maj. Gen. Spinelli and the NTM-I for their assistance in this program.&lt;/p&gt;

&lt;p align="justify"&gt;The three best students were then awarded prizes for their outstanding performance during the course. &lt;p align="justify"&gt;BAGHDAD, Iraq, 18th August 09 – 23 Iraqi Female Army Officers visited the NATO Training Mission - Iraq (NTM-I) Headquarters in Baghdad as part of the Command &amp;amp; Leadership phase of their Officer Education. The students, accompanied by the National Defence University (NDU) President, SMG Jasim Salim Hussein and the War College Commandant, SMG Zeead Tarik, were welcomed to the Headquarters by the Deputy Commander of the NTM-I, Major General Giuseppe Spinelli, with encouraging words "As NATO we are working alongside our Iraqi Colleagues to develop Officer Education and we hope that the visit to the NATO Headquarters is both interesting and useful for you, I wish you all the best in your future careers”&lt;/p&gt;

&lt;p align="justify"&gt;A presentation was given to the students by Major Ele Roylance, a British female officer currently serving with NATO. The presentation covered the principles of leadership and Major Roylance along with Danish female officers, Maj Rikke Rottboell and Capt Young, Maj An Van der Bruggen from Holland and Capt Barbara Bujack, US Army shared their military experiences with the students and spent time discussing the nuances of being a female commander within the armed forces. &lt;/p&gt;

&lt;p align="justify"&gt;The President of the National Defence University also spoke to the students and stated that command land leadership was an important part of their officer education, he encouraged them to ask questions and to talk freely. He thanked the Major General Spinelli and the NATO officers, particularly Major Ele Roylance for the presentation. The Chief NDU Advisory and Mentoring Team, Col. Giuseppe Clemente, was also present. The students then attended a lunch within the HQ&lt;/p&gt;

&lt;p align="justify"&gt;The Iraqi Army Officers ranked from 2Lt – SMaj are all serving in the Iraqi Army, primarily in Medical Units in an administrative role. They have been serving fro between 1 and 4 years. Tow of the Officers had received formal training in Jordan, for the others this course was the first formal training that they had received. On completion of their course in September will return to their units. They were extremely receptive and keen to share experiences. All stated that the morning had been extremely useful and hoped that in the future female officers would be employed more widely within the Iraqi Army. &lt;p align="justify"&gt;Both Generals had warm words of appreciation for the soldiers who performed impeccably throughout their tour of duty and MG Spinelli, who personally pinned the medals on their chest said: "I am aware of the difficulties you have faced during your duty while serving here at Ar-Rustamiyah. You have had the challenging task of ensuring security for this compound and for all the training activities performed within IMAR (Iraqi Military Academy in Ar-Rustimaiyah) complex. Despite of this, your overall performance has always been outstanding…You demonstrated great professionalism and strong and remarkable sense of duty.”&lt;/p&gt;

&lt;p align="justify"&gt;Captain Nick Spicer, the platoon commander, also commented: "It has been a very rewarding mission and it has been a privilege to serve with other NATO Countries. We are sad to leave but we know what we have done ensuring security to the Academy.”&lt;/p&gt;

	&lt;/table&gt;BAGHDAD, Iraq, 23rd July 09 – The 10-day International Humanitarian Law Conference on Human Rights concluded here July 23 with more than 30 graduates from various Iraqi ministries more aware of acceptable protocols on the topic. &lt;/p&gt;

&lt;p align="justify"&gt;The conference was the first phase of a more specialized human rights program to come. The certification ceremony was attended by members of the Ministry of Defense, Ministry of Interior, Ministry of Human Rights, Ministry of Justice and the Red Crescent Organization, and was held at the NATO headquarters compound.&lt;/p&gt;

&lt;p align="justify"&gt;Retired Italian Navy Admiral Fernando Sanfelice di Monteforte, told graduates, "I am really satisfied by the results obtained by the attendees. Their particularly active, enthusiastic participation gives a clear idea of the proficiency level achieved."&lt;br /&gt;

	Italy's Ambassador to Iraq, Maurizio Melani, in his opening comments stressed that, "This successful course is a reason for the Iraqi government to be proud.&lt;/p&gt;

&lt;p align="justify"&gt;"Human Rights are an essential element for the life of the country, a vital prerequisite for peace, security and stability,” Melani continued. Earlier in the conference, Melani told attendees that bringing human rights to Iraq will bring the nation in line with the rest of the world, and participation in the workshop is the best way to validate Iraq's human rights vision.&lt;/p&gt;

&lt;p align="justify"&gt;Iraq Human Rights Minister, Wijdan Salim offered her thanks to Italy, the NATO Training Mission-Iraq organization and the Iraqi Minister of Defence. &lt;p align="justify"&gt;BAGHDAD, Iraq – Government of Iraq recently received the last of the three shipments from Romania consisting of military uniform accessories to outfit the Iraqi Security Forces; the donation is the latest effort in NATO Equipment Donation Program.&lt;/p&gt;

&lt;p align="justify"&gt;As part of NATO's assistance to Iraq, NTM-I is responsible for providing technical assistance Iraqi Security Forces. This includes coordinating equipment donations from NATO countries to the Iraqi Security Forces in order to meet the country's security needs as efficiently as possible.&lt;/p&gt;

&lt;p align="justify"&gt;Since the NATO Training Mission in Iraq began in 2004, member nations have generously donated equipment to the Iraqi Security Forces. In particular, 13 Nations (Czech Republic, Denmark, Estonia, Greece, Hungary, Latvia, Poland, Romania, Singapore, Slovakia, Slovenia, Spain and Ukraine as Partnership for Peace Country) have participated in the program with 134 donations. The total value of donated and delivered equipment is more than &amp;euro;130 million, covering a wide spectrum of equipment ranging from helmets, body amour and ammunition as well as tanks, armoured personnel carriers and personnel transport and general purpose cargo trucks. This has resulted in an increased Iraqi Security Forces capability.&lt;/p&gt;

&lt;p align="justify"&gt;Today NTM-I is continuing this important task of mission: the implementation of NATO Equipment Donation Program. &lt;p align="justify"&gt;BAGHDAD, Iraq – 281 Iraqi Army and 86 Iraqi Air Force cadets graduated from the Basic Officers Commissioning Course 99 at Ar Rustamiyah Military Academy on July 14, 2009. &lt;/p&gt;

&lt;p align="justify"&gt;The 12-month commissioning course paid special attention to leadership and ethics training while instilling the values and standards required of the future leaders of the Iraqi military. Additionally, the course syllabus covered tactics, weapons training, physical fitness, first aid, current affairs and geography. &lt;/p&gt;

&lt;p align="justify"&gt;The impressive ceremony was attended by numerous Iraqi military dignitaries, including the Minister of Defense, Mr. Mohammed Abdul Kader Al Obeidi, the Iraqi Army Chief of Staff GEN Abu Bakr Zebari, the Chief of Staff for Training Staff LT GEN Hussein Dohi and the Commander of the Academy, MG Majeed Hassan Zgaat. Also manyproud families were present to witness their son's achievement. &lt;/p&gt;

&lt;p align="justify"&gt;In his speech, the Minister of Defense stressed that the future of the Country is in the hands of the cadets who graduated today.&lt;/p&gt;

&lt;p align="justify"&gt;The new Officers Course starts in January 2010 and, in light of lessons learned from the current curriculum, will be three years in duration and specifically designed for officer cadets to get university degrees.&lt;/p&gt;

&lt;p align="justify"&gt;The Iraqi Military Academy of Ar Rustamiyah, or IMAR, was founded in 1924 by the British forces. The Academy, based on the Royal Military Academy in Sandhurst, England, graduated its first class of Iraqi officers in 1927. NTM-I has supported IMAR since 2005. During the past four years, more than 2,500 officer cadets have graduated from the academy. &lt;/p&gt;

&lt;p align="justify"&gt;BAGHDAD, Iraq – A graduation ceremony was held on July 9th, 2009, at Camp Dublin, Baghdad, to mark the graduation of about 900 Iraqi Police Officers from class 9, trained by the Italian Carabinieri, within NATO Training Mission in Iraq. &lt;/p&gt;

&lt;p align="justify"&gt;The specialized course was designed to provide further training for the Iraqi National Police (INP) to develop their skills. During the 9 week course Police Officers studied operational planning, police procedures, police intelligence, counter-insurgency skills, weapons, combat skills, First Aid and basic logistics. The course paid special attention to police ethics and human rights. &lt;/p&gt;

&lt;p align="justify"&gt;The graduation was attended by the commanders responsible for ensuring the high level of training taught in the course. These included Major General (MG) Milano, MNSTC-I Director General of the Directorate of Interior Affairs and MG Spinelli, Deputy Commander of the NATO Training Mission in Iraq.&lt;/p&gt;

&lt;p align="justify"&gt;The officers were addressed by Staff Lieutenant General Hussein al-Awadi, Chief of the (INP), by MG James Milano, and MG Giuseppe Spinelli, Deputy Commander NATO Training Mission in Iraq. While Milano particularly appreciated the work done by the Carabinieri in training, mentoring and assisting the Iraqi Police officers and highlighted the role and importance of the Police forces in providing security to the Country, Spinelli thanked General Hussein for his outstanding support for this program and the commanders of the 2nd and 4th Battalions, respectively Staff Colonel Jassim Farhan and Colonel Abd-al Kareem Khalif, and used encouraging words for the graduates.&lt;/p&gt;

&lt;p align="justify"&gt;The graduates came from Iraqi National Police 3rd and 4th Divisions. This was the 9th course trained by the Italian Carabinieri since the start of their training under NATO Training Mission in Iraq (NTM-I) in 2007. Colonel Luciano Zubani, Commander of the Italian Carabinieri stated "The graduating class followed our training with interest and enthusiasm and was of a very high standard. We intend to keep this same high level of teaching in the future classes.” &lt;/p&gt;
